Federal program spurs private investment in Victorville


VICTORVILLE - A Newport Beach energy company raising $25 million on behalf of the city for a wastewater treatment plant should have all of its investors lined up by spring 2010, a company spokesman said Monday.

The Inland Group has partnered with the city in its effort to breathe economic vitality into the Southern California Logistics Airport (SCLA), located on Air Expressway, east of Highway 395. It has bankrolled recruitment efforts to lure 50 investors from Asia to the High Desert under a federal program known as EB-5.

Under the program, each potential investor would invest $500,000 for infrastructure projects at SCLA in exchange for investor travel visas, green cards and a five-percent return on their investment over five years.

The $25 million secured from investors will cover the cost for construction of a wastewater treatment plant that will serve a $120 million Dr. Pepper Snapple bottling plant and a Plastipak plastics packaging facility currently under construction. Both are expected to be completed by spring, said Yvonne Hester, city spokeswoman.

About 100 Million to be Spent on Local Economy in Hinkley Project

A Victorville energy company is planning to build a 250-megawatt solar electric plant near Hinkley, which will create dozens of news jobs and provide electricity for about 250,000 High Desert residents.

The Abengoa Mojave Solar plant will be built on a large swath of land nine miles northwest of Hinkley, north of Highway 58 and east of the Kramer Junction. It will employ 68 full-time workers, from top management down to unskilled laborers once it begins operation, said Percy Della, spokesman for the California Energy Commission, which is hosting a public meeting and bus tour of the 1,765-acre site on Wednesday.

Those in attendance at Wednesday's meeting at Barstow City Hall will get a chance to learn about the project and ask questions.

Construction is scheduled to begin in the fall of 2010, with a targeted completion date of fall 2012.

Payroll for the two-year construction project is estimated at $272 million, with about 830 workers on site per day and more than 1,100 workers on site at the peak of construction. Local expenditures during the construction phase are expected to be more than $100 million, Della said.

"Most of these 68 employees will be hired locally, with some specialized employees coming from outside the area," Della said.

The $1.25 billion power plant will use no fossil fuels, said Scott Frier, chief operating officer for Abengoa Solar, Inc., the company developing and building the power plant.

Look for BrightSource Energy's Ivanpah Solar Project

If you are interested in the latest "big" project in the High Desert, keep a close eye on Bechtel's solar activities. One thousand positions will be filled by Union Halls from Barstow, Victorville, and San Bernardino.

"And while construction jobs from renewable energy projects are just one part of the green economy, they are a crucial step in developing a work force for the new economy. BrightSource's project comes with the opportunity for veterans and others for training and apprenticeships that will provide skilled workers and craftsmen for home energy refurbishment, Mag-Lev rail construction and other projects that will revitalize the region from the Antelope Valley to Imperial County.

Certainly any development of this scale will raise environmental concerns. The question is how to reduce the project's impact. The Ivanpah project has been undergoing a joint California Energy Commission and Bureau of Land Management review process over the past two years. Ivanpah is the first project ever to go through this stringent level

of state and federal review, providing a transparent, deliberative and thorough environmental permitting process.

Working with these agencies and the environmental community, BrightSource has designed a mitigation plan to reduce its environmental impact to habitat found on the Ivanpah site. This includes a low impact technology design that minimizes the need for grading and that enables habitat to co-exist within the facility. It also includes using a more expensive dry-cooling technology, which reduces water use by more than 90 percent. In addition, BrightSource will set aside 12,000 acres of habitat to protect plants and animals of the Mojave Desert.

When constructed, the BrightSource project will produce 440 megawatts of clean, reliable and cost-effective electricity - enough to power more than 150,000 homes - more solar energy than all of the rooftop solar installed in the nation last year, and more than double the amount of solar thermal energy produced in the U.S. today. The project will also reduce carbon emissions by 450,000 tons, equal to taking 75,000 cars off the road and help California reduce greenhouse gas emissions. The clean electricity generated at Ivanpah will be consumed locally by Southern California Edison and PG&E customers.

In a time when our region's unemployment is in excess of 14.2 percent, the Ivanpah project will put our residents back to work in high-road jobs and be an example of how economic development can co-exist with environmental stewardship. Green Job Training

Green jobs training grant coming to San Bernardino County


About $870,000 in federal stimulus money for green jobs training is headed to San Bernardino County, a move that grant coordinators hope will encourage local companies to create 200 jobs in 2010.

"We're still ironing out the details," said Kevin Fleming, director of the San Bernardino Community College District's Center of Excellence. "It's an 18-month grant duration, but I haven't received any official word on when it starts."

The district will coordinate the grant, and with the help of the county and other organizations, San Bernardino Valley College in San Bernardino and Chaffey College in Ranch Cucamonga will train qualified residents for job placement, internships or further education.

Besides the local college district, more than 30 other college districts, colleges, agencies, cities and trade schools up and down California received $27million in what Gov. Arnold Schwarzenegger said Friday is the largest state-sponsored green jobs training program in the nation.

At least one-third of the training program's participants have to be "impoverished, chronically unemployed, underrepresented, ex-offenders and residents without a GED or high school diploma," according to the grant requirements.

"The goal is to take the folks that don't have a high school diploma or are unemployed, and who don't have any path, and give them a path where they can earn, learn and work their way up," Fleming said. Classes will be offered in 2010 toprepare participants in one of four green occupations:

Retrofitting specialist, which assesses and recommends how commercial buildings can become more energy efficient.

Home energy auditor, which examines home energy use and suggests energy-efficient upgrades.

Solar installer, which installs solar panels.

Energy efficiency manager, which takes a bird's-eye view at how companies can become more energy-efficient.

As to whether local employers will create green jobs by mid-2010, "nobody can really say," said Bonnie Montoya-May, chairwoman of the Inland Empire chapter of the U.S. Green Building Council.

"We're hoping some of this training will spark entrepreneurial efforts throughout our business and buildings community," she said.

KEY TO RETRAINING MAY BE AVAILABLE AT ONE-STOP JOB CENTERS

John Rossheim, Senior writer for Monster.com, writes that billions of dollars allocated for job training and retraining opportunities may be available at our local One-Stop Career Centers.
“New funding for workforce training and development is about $4 billion -- a huge amount,” says Julian Alssid, executive director of the Workforce Strategy Center, a workforce development think tank in New York City. “The stimulus money is being pushed out very rapidly.” 


The major ARRA provisions that will beef up training include:

  • $1.25 billion for dislocated adult workers, such as those laid off or who have received advanced notice of a factory closing.
  • $1.2 billion for dislocated youth workers.
  • $500 million in state grants for employment services, mainly for low-income adults.
  • $500 million to fund training for sustainable energy jobs.

Funding for workforce training is seen as more than a stopgap. “The public is investing in the worker,” says Chris Stiehl, a consultant who has researched the Workforce Investment Act since it was enacted in 1998. “We’re now going to be able to reach out and train more people and make them more competitive in the workforce.”
